Rule 2.7. Report Forms

When umpires have to file a report.

• The umpires and referee must complete and sign a report form for a defined list: a team judged not to be trying; spurs or a whip that break the rules; a pony behaving unsuitably or not under proper control; a pony blind in an eye, tracheotomised or de-nerved; any red flag; and anything that brings the game into disrepute.
• A captain may file one against the tournament committee or the officials for acting improperly or failing to uphold a clear rule. If it is defamatory - alleging an umpire favoured a side, for instance - it must come with £1,000 as surety, forfeit if the allegation is not proved.
• That report needs two team signatures, must be lodged within 24 hours, and one signatory has to be available in the next 48 to review the match with an assessor. The burden of proof is on the complainant, and in practice footage is what settles it.
• Copies go to the HPA officer, the person reported and the club, and the incident is meant to be dealt with immediately.

• Blind in an eye ✓
• Under proper control
• Wearing protective gear
• Exercised regularly
